I'm not a huge fan, because often you get better results with volunteers than
paid staff.  Paying someone (even if it's a bounty) changes the nature of the
transaction, and thus the way work gets done.

That said, there's a team here in Waterloo that's working on this problem, and
they're looking to get OSS projects to sign up to their site:
http://www.fossfactory.org/

One of the founders gave a presentation at a local BarCamp recently.  I have no
experience with them, but it may be something to look at.
