Yes, he wants us to extend RubySpecs[1] with a spec for the fcntl constants.

But I also discovered a few other issues (including one about fcntl, and 
certainly some for jruby-openssl), that will require a few JRuby patches.
I won't have time to send them to the JRuby project for the next couple 
of weeks, but I'll eventually do it later.
Meanwhile use puppet on our regular MRI Ruby :-)
