as Paul outlined, we might want to force environments, as clients
shouldn't be able to switch into a different environment and we don't
have any possiblility to restrict access to environment.

So I think it should rather be this way:

 1) external nodes
 2) command line
 3) facts
 4) config file
 5) server-side default

or

 1) external nodes
 2) facts
 3) command line
 4) config file
 5) server-side default

hmmm, this will mean the only way a server can force an environment is
via external nodes. Maybe sufficient, maybe we should think about a way
to disable environment selection by clients.
