E.g., do hosts pop in > and out of testing? > I'm not sure how other people are handing it, but when we follow dev-->test-->production cycles, you can only go from right to left, anything else usually mean re installation. the reason for that is that some changes in dev are reverted, but if they were configuring a machine in prod mode, that change might still be there (unless you start writing anti classes which is a whole different discussion). In the context of testing, I would argue that its a wrong way to test, as you never test the same conditions (unless you reset - reinstall).
