Ah, good point.  I'd read the description as beeing a bug introduced by an
external change (and it's marked as a bug).  Is that a legitimate reading or
should we change it to a feature ticket and the target to Rowlf?

In any case, the timeline is roughly the same for getting it in the
Rowlf-rc0 process, so we should do the above steps regardless.
