It seems like the puppetlabs_spec_helper should take care of this.  Isn't
the spec helper the "right" place for this to be fixed, today?

Right, since it's required everywhere that Telly is required, it seems like
it should not live in every piece of code that requires telly but instead
the intermediate helper code.
