Yes, we've been down that road before, and it produced considerably 
uproar.  As I said then, repository maintainers undertake a responsibility 
to protect their clients from breaking changes.  Ideally, users should take 
care to protect themselves, as well, but why invite criticism when you 
don't need to do?  Either introduce puppet 4 to the repositories under a 
different name, or provide altogether different repositories for it.
