We're not currently working on ARM64 for Ubuntu 16.04 - only for
RHEL/CentOS 7. The epic ticket for that work is
https://tickets.puppetlabs.com/browse/PA-1330.
We're not ruling out eventually adding support for Ubuntu 16.04 on
ARM64, but it's currently not planned. I'll certainly pass along to our
product team that there is some community requests coming in for it.

Ah, the reason for this is that the puppetserver/db packages are
noarch, since they are java applications. So that's why they're
showing up in the arm64 repos. They have *not* been tested on
our end for that architecture, though.

I'm curious where are you seeing arm64 binaries for

puppetdb for Ubuntu xenial?
There is ongoing work happening now to add puppet-agent
support for
el-7 (redhat and centos) for aarch64. This platform is
nearing the
final stages of testing and will be released in the
near future, but
I can't commit to a date just yet. And keep in mind
this is only for
the agent package.
