Try Debian Backports repo. It has 2.6.8 version.

puppetdashboard worked nicely with the puppet labs ppa deb
http://apt.puppetlabs.com/ubuntu lucid main
and deb-src deb-src http://apt.puppetlabs.com/ubuntu lucid main
