So taking my Puppet Labs hat off and speaking purely as a sysadmin ... I
guess I have some commentary on what I would consider best practice.

1. I never ensure => latest to a repo where I don't control the repo
content.
2. I always mirror the packages that are mission-critical to a local
repo where I can control the versions.
3. Where possible I manage versions by pinning not by relaying on the
multiple naming hacks distros use.
