Hi Grant, which version of Puppet are you using? The search output provided
suggests pre-2.7.14 but I'd like to know the exact version to figure out
what's wrong.

If you're in a hurry, each module page on forge.puppetlabs.com has a
'Download as a .tar.gz' link which you could use to curl/wget the module
tarball. Unpack that into your module path as just the module name. For
example, puppetlabs/ntp would be unpacked as ntp into
/etc/puppet/modules/ntp
