Thank you Jeffrey. Puppet 2.7.11 does not come with the Puppet module tool.
That shipped in 2.7.14 but I think you're both using the puppet-module gem.
I'm using version 0.3.4 and have replicated the problem. I'll dig in and
get back to you.

I know this isn't really an answer but if you're just experimenting and
don't mind upgrading Puppet, you can obtain 2.7.14 or the latest 3.x
version from the Puppet Labs APT repository. The docs on that are here:
