Actually, I still try to upload files to a particular page even if they
will be used from lots of pages.  The central upload areas on the two
swikis I use uploads on are both huge already.

To access them, you specify *+95/foo.zip+* instead of just *+foo.zip+*. 
The "95" is the page number.

I agree that per-page file areas have a nice, swiki-ish feel.  Wandering
around an old swiki is a lot like wandering around rooms in a physical
house, and now you can drop things wherever it makes sense.  Directories
are a separate hierarchy, and it takes extra concentration to match the
directory hierarchy to the graph of swiki pages.
