Why we are on topic...

Athough <encoding>windows-1251</encoding> works with most remore icq clients, 
at least some (especially those on mobile phones) do want utf8.

I'm not familiar with icq protocol, so the questions may be dumb. However:

- Since these days icq does support utf8, isn't it more correct to use utf8 
instead of windows-1251?

- Is there any possibility to use per-contact icq encoing (e.g. make pyicqt to 
interpret some command to change encoding used for particular contact - to 
emulate per-contact encoding settings of some native icq clients)?
