To use the Windows installer you need to have installed Python from  
its installer also.  Assuming you've done that, the installer is  
looking for these registry keys:

HKLM\SOFTWARE\Python\PythonCore\2.4\InstallPath
HKLM\SOFTWARE\Python\PythonCore\2.5\InstallPath

Would you mind checking to see if these exist, or perhaps if they're  
slightly different?

Incidentally, where does PyQt install its libraries into?  Does it  
allow you to choose the Python directory directly?
