There's a Vorbis wrapper I ran across over here 
<https://pypi.python.org/pypi/ogg-theora-vorbis>, and there are a few API's 
around that can handle Ogg, like Mutagen 
<https://bitbucket.org/lazka/mutagen> apparently. For myself, i've been 
looking into loading Ogg files with the OpenAL bindings in Pyglet on and 
off, checking out guides like this 
<https://jogamp.org/joal-demos/www/devmaster/lesson8.html> for some insight.
