[PyGreSQL] Current status

I have run all tests in the 4.x branch for Py 2.4 - 2.7, and on the 
trunk for Py 2.6 - 2.7 and 3.3 - 3.5 on Ubuntu. Still found some 
segfaults under Windows which I have fixed in r655. All tests now run 
cleanly on all platforms. Also added files for automatic testing under 
different Python versions with tox.

This could be a good point to publish 4.2 rc and 5.0 alpha releases.
