OK, so the problem might be what happens if those files appear to be
present on another computer. But it seems we can't help that, because
even by setting the environment variables, tcllib insists in looking in
the standard paths as a fallback. I think we're fine as long as it does
what it was doing before.

BTW, I just pushed a patch because on my Linux it wasn't finding the
data directories (not even in 1.5 it seems).
