I think that is only true if there are quality issues. I like the toolkit idea and agree. Was thinking in an ideal world there would just be standard objects c,g,h,req,form, others? that any toolkit could use. Maybe a worker with a toolkit on an electrical pylon? Pylons - the toolkit that handles the load.
