As Phillip said above, it's the Expires header that will get the
browser to not bother the server until the page "expires".

Apache's mod_expires does this easily if that's an option for you...
dead-simple to setup by content-type as well (just set it for png/jpg/
gif's or whatever)...

I feel like you must know this so sorry if I'm answering the wrong
question...
