I'm pretty sure 2.4 has been the primary development version from the 
beginning.  I think it's been kept 2.3-compatible off and on, but I 
believe none of the primary developers use that version.  But there's no 
standard version -- it's simply that the involved developers happen to 
be using the same version of Python.
