I'd suggest taking a look at Amazon's new financial payment API's, as they support a great variety of options, remove much of the work someone writing a "shopping cart" system would have to deal wtih, and I know way more people with Amazon accounts than PayPal or eBay. Which means it's probably less of a barrier to accepting payment.
Of course, I'm not sure what countries they cover, so that could always be an issue.
