Thanks all. Sounds like it's unrealistic to expect that paster should pass along everything it doesn't use.
If I just put 1 line in [app:main] # like crmcfg = %(here)s/development.ini then I can pull that in the regular way and do my own ConfigParse. Not bad and I should leave it at that.
