Versions of mod_python that work with Apache 1.3 are really old and have various problems that were fixed in newer versions. If you really can't upgrade Apache to a newer version, you should consider using mod_wsgi instead as even latest versions work with Apache 1.3, although you do miss out on the daemon mode feature.
