1.0 is just waiting for the documentation and tests to be finished. I don't know the date but I'd expect it in the next 2-3 weeks. The code is finished; there won't be any changes from tip unless an unexpected bug is discovered. Looking at the changelog, 1.0b1 has not kept up with changes in 0.10rc1.
