You're unlikely to find any help there. This doc: http://www.w3.org/TR/WD-html40-970708/htmlweb.html advises that URIs are in general case-sensitive and I wouldn't expect to see support for this in Routes. Be aware that there would be significant downsides to doing this (just think what it does to caching & your Google rankings to name just two).
