Currently the SQLA panel is disabled if there were no queries in the request. Similar behavior with the other panels as well right now.
We didn't change the panel api, but if you were depending on any base templates or other dependencies from the old toolbar, then those have changed quite a bit. You'd probably have to create an issue and be more clear about what's broken.
