I sympathize that no one has given an option that works on windows with
python 3. I only know of a few solutions:

1) Just stop trying to use a process manager inside your process manager.
Use the windows service as is to start/stop things as it is intended to do.

2) Use python 2 to run supervisor. It can be used to run a python 3 process.

3) Maybe look at using gearbox[1] which is a version of pserve written by
the turbogears folks. It still has the daemonization options in it and it
is very likely it can be used to run pyramid apps.
