Inside a docker container, I does exactly that. The project is available here https://github.com/baroquesoftware/pypy.packages (it's an extremely simple thing). As for the missing dependencies should be matter of adding the correct ubuntu package to Dockerfile. I think Fijał has all the rights to extend this project. best.
