I'm also not a lawyer, but AFAIUI the GPL/LGPL is a distribution license, meaning that if you do not distribute the prototypes that you create (I'm assuming that's what you mean with "prototype development") outside of your organization, some parts of the GPL/LGPL don't apply to you.
