I would like to propose the following postulate: given a certain number of contributors, only a small fraction of them (for example 10%) is actually interested in becoming a core developer and handling the responsibilities thereof. We cannot really increase that fraction as it is tied to personal factors (time, motivation). Therefore, we should strive to attract more contributors in the hope that the number of core developers selected out of those contributors will also increase.
