So test_pep263 is almost certainly failing for a related reason (and I'll skip noting the irony that this was for the benefit of Windows ;-)). I didn't step through any code under the debugger that looked like it was _trying_ to special-case '\xef\xbb\xbf', so this still needs someone who knows which path(s) the code is supposed to take.
