I've never heard of it having the ability to automatically time out a
moderation flag. What could be done (I think Mailman3 has it) is put a
filter on the topic subject to hold those messages for moderation, and
then remove that after things calm down. That depends on the moderator
being willing to take on that job (like the graphite rods in a reactor).
