Two minor points: 1. It's "~/.local", not "~/.locale" ;-) 2. I think it would be a better idea to do "~/.local/lib/jython/2.6/site-packages". The idea with ~/.local is that it's a mirror of the directory structure convention in /, /usr/, /opt/ or /usr/local/.
