IMO, the question really is if this is "primarily" about coding. If it is merely setting up software that already exists, it doesn't convey the feeling of open source programming. So unless the task is to come up with additional benchmarks (or some such), I'd be opposed, I think. OTOH, PyPy is its own subgroup within the PSF GSoC, so this is not for me to decide. There is also the issue with greenfield projects - if the task is to come up with a new webapp, it may not well integrate with an existing code base. However, having that integration is (or should be, IMO) also a requirement for GSoC.
