We could have a landing page listed in the topic of IRC pointing out things to do as they wait for official GSoC start. That would be. 1. Join python-dev mailing list or their project's relevant mailing list. 2. Hang around the #python-dev (or respective project's channel) and ask 'technical' questions. Keep the administrative questions on hold. 3. Contribute to fixing bugs in the area which they have identified to submit a proposal on. This page could be set at #python and linked to python.org page too.
