I wrote an implementation in pure Python using ctypes for Python < 3.3: https://bitbucket.org/haypo/misc/src/tip/python/pep418.py I tested it on Linux, OpenBSD, FreeBSD and Windows. It's more a proof-of-concept to test the PEP than a library written to be reused by programs.
