Users should run the "register" command, which will provide the metadata information. Also, the UI needs to be extended to allow to fill out and edit metadata information interactively, or upload it. And yes, PyPI already extracts (but currently doesn't further process) PKG-INFO from every archive that is uploaded. So PyPI absolutely needs to "know" about the meta-data.
