FWIW, my Ubuntu box has zone data for 'ETC/GMT+11':

 $ file /usr/share/zoneinfo/posix/Etc/GMT+11
 /usr/share/zoneinfo/posix/Etc/GMT+11: timezone data, version 2, \
  1 gmt time flag, 1 std time flag, no leap seconds, no transition times, \
  1 abbreviation char
