At what point does an informational PEP turn into a PAP? For instance,
PEP 596 is currently "draft" - does that mean it isn't authoritative?

On the web site, on Stack Overflow, on people's blogs, in published
printed books, YouTube videos.... *everywhere*.

If someone brings up a point that would restart the discussion, I hope
that all these preceding arguments cause it to be left by the wayside
immediately.
