Sort of. IIRC a lot of the heavly lifting is done by libraries like BLAS and LAPAK that were written in FORTRAN the last time I checked. Has that changed? Or am I conflating numpy with some other scientific-python stuff. Back when I did a lot of numerical stuff in Python, I remember spending a lot of time watching FORTRAN compiles.
