However, we don't have numpy and scipy packages for py310 for some time and nobody complained. Moreover, py311-scipy package was broken almost for three weeks after recent cython update (see bug 292844). Therefore, I propose to drop py310 flavor from SciPy port and update to 1.17.0 directly.
