Allora, per TkInter alla pagina http://tkinter.unpy.net/wiki/Tkinter si trova scritto "License: Tcl/Tk is distributed under the BSD license, and Tkinter under the Python license".
Per pywin32 su http://sourceforge.net/projects/pywin32/ alla voce License trovi "Python Software Foundation License". Sempre su sourceforge alla pagina http://sourceforge.net/projects/pyobjc/ e sempre sotto License trovi che PyObjC è rilasciato sotto "MIT License". Per la domanda se c'è un toolkit rilasciato sotto BSD la risposta è scritta sopra Tcl/Tk, mentre sotto licenza proprietaria non so se ne esistono.
