TASK DESCRIPTION For several hours all jenkins CI test with Python 3.10-3.13 fails whereas Python 3.9 tests pass. The last CI passing the tests was this patch <https://gerrit.wikimedia.org/r/c/pywikibot/core/+/1203213> 16 hours ago. The firs failing test was this one <https://gerrit.wikimedia.org/r/c/pywikibot/core/+/1162017> 13 hours ago. This is a blocking issue.
