page: Remove deprecated positional template arguments
Positional content and namespaces arguments were deprecated in
Pywikibot 9.2 and are scheduled for removal in Pywikibot 12. Remove the
compatibility decorators from templates and itertemplates so their
keyword-only parameters are enforced, and remove the roadmap entry.
Keep positional total support in itertemplates, as explicitly allowed
by its signature and documentation.
