hw/acpi/cpu.h  would be a better place for it

Also, I'd rather rename w/acpi/cpu_hotplug.c:CPU_SCAN_METHOD to 
LEGACY_CPU_SCAN_METHOD
while keeping newer CPU_SCAN_METHOD as is and making it public.
