I'm afraid I can't tell the exact date of when 1.0 spec.will be released.
As far as I know, although the community is trying to push 1.0 spec. to be
ratified,
but they are also still adding some new instructions on the fly, e.g.
*vle1.v*/*sel.v* and *vsetivli*.
Hope they can complete it soon.....
