I'm pretty sure there is a bunch of people willing to donate small sums for the solution of specific issues. We currently are unable to channel this, essentially because we miss a web app to manage it. An attempt has been made: http://hub.qgis.org/wiki/quantum-gis/Sharing_QGIS_development_costs but it is difficult to find, and is all manual. Any suggestions? I think if we can solve this, we'll empower our users, make it easier for devs to allocate time to QGIS, and the development will go even faster and smoother. All the best.
