I like the idea of QEPs. I think we could adopt a process very similar to GDAL RFCs. @Larry - regarding stuff going through QEP process: I don't think every small feature needs QEP. We could have a rule of thumb to decide when QEP is necessary - e.g. new additions to core/gui library or when a development is going to add a lot of code (>1K lines) or there will be significant impact to user interface.
