I was successful with
set PGSERVICEFILE=C:\Users\John\Desktop\pg_service.conf
(with "C:\Users..." it failed).
Subsequent startup of QGIS however hung out, even after rebooting the
machine.

Apparently then there is an issue in defining variables within QGIS,
either not working and/or conflicting with existing ones.

Nice side effect: now QGIS wont' start anymore :(
